This position is located at the Veterans Affairs Medical Center in Bath, NY. The Interior Designer is responsible for managing work related to the design of interior environments in order to promote employee health, productivity, welfare and/or health and welfare of the public. The person in this position is responsible for the planning, development, and implementation of a complete interior design program for the Medical Center. Design services are also provided for the Bath National and Woodlawn National Cemeteries.
Major duties and responsibilities include:
Serves as a consultant adviser, specifier and designer of all spaces involved in new construction drawings provided by Architects/Engineers;
Develops and directs planning and scheduling of short and long range interior improvement projects;
Prepares floor plans, ceiling plan, furnishings, accessory selection, finish schedules and presentation boards, and accurate cost estimates;
Originates orders for furniture, window coverings, cubicle curtains, floor coverings, art work, ambient lighting and accessories;
Prepares preliminary space plans for proposed projects;
Budgets projects utilizing a yearly budget;
Prepares budgetary figures for major and minor construction projects for supplemental and future year;
Works closely with Engineering Service personnel to assure suitable materials and colors are used in all construction projects;
Reviews architect submittals for compliance with regulations and facility design criteria, acting as a technical representative for design and finish matters;
Monitors, inspects, and certifies that work completed by contractors meets contract specifications;
Develops and maintains interior signage system for the Medical Center, and
Performs other duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
_In order to meet the minimum qualifications for this position at the GS- 11 level you must meet one of the following:_
1. _EXPERIENCE_: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Managing projects, developing cost estimates, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc, and ability to use multiple criteria to determine design selections - durability and maintainability, infection control, function and efficiency. This experienced was performed independently, with little oversight and guidance. _NOTE_: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. 2. _EDUCATION_: You must have successfully completed 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Education must include a major study in interior design or another field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design. _NOTE_: Transcripts must be submitted with application. 3. _COMBINATION_: You must have an equivalent combination of creditable specialized experience and graduate education (beyond the second year) as described above to meet the total requirements for the position. _NOTE_: Transcripts must be submitted with application. 4. _NCIDQ EXAMINATION_: You must have successfully passed the National Council for Interior Design Qualification (NCIDQ) examination. _NOTE_: If attempting to qualify based on passage of the NCIDQ exam, you must submit a copy of your certification with your application. Certification cannot be credited without documentation.

PHYSICAL REQUIREMENTS: This position requires dexterity related to drafting and drawing. Work will require long periods of sitting and long periods of walking or standing. Incumbent will travel to various buildings throughout the medical center.
WORK ENVIRONMENT: Work is performed throughout all areas of the facility including patients rooms, clinics, waiting areas, offices, and research spaces. Precautionary measures should be observed in infectious areas and potentially dangerous construction areas. Inspects work sites during demolition and construction encountering noise, dust, fumes from paint and adhesives, potentially unstable elements, and the full range of environments present in a dynamic, active, exceedingly large Medical Center complex.
